Boarding House Development Approval
A boarding house - individual rooms let to residents with some shared facilities, such as a bathroom or kitchen - is a distinct land use under the Housing SEPP, permissible in most residential and mixed-use zones subject to satisfying its own minimum room size, communal space and parking provisions, in exchange for concessions on some standard development controls. Whether the concessions apply, and whether a DA or a faster pathway is available, depends on the zone, the site, and the scale of the proposal.

A defined land use with its own rulebook
A boarding house sits under the Housing SEPP as its own category, distinct from a residential flat building or co-living housing, with dedicated provisions covering minimum room size, required communal facilities, parking, and - in many circumstances - a floor space ratio concession intended to make boarding house development commercially viable on sites that would not otherwise support additional density.
What we check before feasibility is finalised
Zone permissibility and whether any local planning provision modifies the state boarding house provisions in your council area. The floor space ratio uplift actually available on your site, calculated against the existing permitted density rather than assumed as a flat bonus. Parking requirements, including any transport-proximity reduction. Fire safety and egress requirements for a shared-occupancy building, which differ from a standard house or apartment building of similar size.
Sequencing the application
A boarding house DA typically needs a planning report addressing the specific Housing SEPP criteria, a design compliance schedule against room size and communal space benchmarks, and - depending on scale - traffic, acoustic, fire engineering and waste management reports. We scope exactly which reports your proposal needs during feasibility rather than by default.
How it works
Eligibility and concession check
2–3 days
Whether the site's zone permits a boarding house and whether the floor space ratio and parking concessions apply.
Design compliance assessment
1 week
Minimum room size, communal space, accessible room requirements and parking against the specific proposal.
Documentation
3–5 weeks
Planning report, design compliance schedule and coordinated specialist reports.
Lodgement and determination
8–12 weeks
Lodged and managed through to determination, including any request for further information.
What we take off your hands
What EHUP handles
- Confirming boarding house permissibility and any FSR or parking concession that applies to your site
- Checking your design against minimum room size and communal space requirements
- Yield and feasibility modelling using the boarding house standards, not standard dwelling controls
- Planning report and design compliance schedule for lodgement
- Coordinating traffic, acoustic, fire safety and waste management reports
What you don't have to deal with
- Losing the floor space ratio or parking concession by designing outside the eligibility criteria
- Under-scaling communal kitchen and living space relative to the number of rooms
Frequently asked questions
What floor space ratio bonus applies to boarding houses?
Boarding houses that satisfy the Housing SEPP criteria can access a floor space ratio concession above what the underlying zone would otherwise allow for standard residential development, calculated by a set formula. The exact bonus depends on the site's existing permitted density and is confirmed as part of the feasibility check, not assumed from the zone alone.
How much parking does a boarding house need?
Boarding houses are generally assessed against a reduced parking rate compared with standard residential development, and sites within a set distance of public transport can access a further reduction. The applicable rate depends on location and room count, and we confirm it before finalising the design.
Do all rooms need their own bathroom?
No - the boarding house definition specifically allows shared bathroom and kitchen facilities, though a minimum number of rooms may need to be accessible, and communal facilities must be sized to the number of rooms. Some developments provide ensuites to some or all rooms as a market choice rather than a requirement.
Is a resident manager required?
Some councils and some scales of boarding house require an on-site or accessible manager as a condition of consent, particularly for larger developments, and this can affect the internal layout. We confirm the specific requirement for your council and scale during feasibility.
